Sync a candidate to the ATS
Creates the candidate and their application in the ATS on the mapped job (or only the application when they are already there). Idempotent per candidate and ATS job: a repeat returns the current presence. Requires ats:write.

An API key from Settings > API access, sent as Authorization: Bearer sp_live_.... Send exactly one credential per request; a request carrying both a bearer token and a session cookie is rejected rather than resolved by precedence.
